Important update – if your personal licence was issued on or before 1 September 2009 this applies to you and you need to act now!
Personal Licence Holders play a vital role in the Scottish licensed trade in ensuring each and every sale of alcohol is legal. These responsibilities also bring about certain obligations, which include completing refresher training every five years and applying to renew their licence every ten years.
Personal licences that came into effect with the commencement of the Licensing (Scotland) Act 2005 on 1 September 2009 will expire on 1 September 2019.
The window for applying to renew a licence opens on the 31 August 2018 and closes on the 31 May 2019. However, as it is expected that a staggering 40,000 people will need to renew their licences, submitting the completed Scottish Certificate for Personal License Holders Refresher as soon as possible is advised.
Submitting your application at the last-minute puts a licence holder at risk of losing their licence. If a large number of applications are submitted too close to the deadline, Licensing Boards may not approve your licence in time.

To help licence holders complete their required refresher training with ease, CPL Training offer a handy e-learning course which can be completed at a time that suits them. After completing the online course, they must then choose one of their six venues across Scotland to complete the final exam.
With demand being high and time limited, CPL are committed to helping Scottish Personal Licence Holders through this renewal process.
Louise Sui, managing director of CPL Training, said: “The renewals process is set to hit for the first time, and it’s best to be prepared rather than wait until the end of the deadline. We are encouraging licence holders in Scotland to complete refresher training and submit their application as early as possible. As a training provider with a strong presence in Scotland, we can facilitate any company who may be affected by the licence expirations, both in terms of training and application renewals.”
If your personal licence is due for renewal on 1 September 2019, the absolute deadline for submitting a personal licence renewal application is 31 May 2019.
